Managing Snow & Ice Safety & Liability vs. Managing A Budget

Do you remember playing a wild game of “Snap the Whip” as a kid? The game is often played on grass, where it’s safer but much less fun than the classic winter version played while skating on ice. All the players hold hands in a line, and the leader on one end skates or runs around changing directions quickly. The person on the other end of the line is the tail of the “whip” and the usual objective for the rest of the players is to shake loose the tail! Sound familiar? It’s not the safest game, and somebody usually goes slipping and falling away.
