AGC CEF Survey: Measurable Value in Conference Scholarships

AGC of California history beginning in 2012 when we provided conference scholarships to AGC Student Chapters statewide to encourage their attendance at AGC conferences and events. Since then, in lieu of direct funding to the AGC Student Chapters, AGC CEF has offered conference scholarships to student chapter mem- bers. This unique opportunity allows students to take advantage of valuable professional development, training and networking op- portunities. To date 400 students from across the state have participated in


AGC conferences as a result of AGC CEF Conference scholarships. Students received over 120 hours of professional development and training at the Conferences on topics ranging from construction law and understanding labor agreement to managing cash flow and more. In order to effectively gauge our progress, AGC CEF staff cre-


ated a survey that was administered to the 160 students who were supported by AGC CEF conference scholarships in 2013-2014. The questions were geared towards measuring their experience as a student chapter member, the impact AGC has had on their profes- sional development, and job/internship placement.


The Highlights The report shows progress in both engagement and outcomes since the 2013 AGC Student Chapter Survey & Impact Report. Some of the notable improvements include the following:  There was a 5 percent increase in participation by female stu- dent chapter members since 2013.


 There as a 14 percent increase from the 2013 report in students reporting that they met contact(s) at AGC events/conferences that ultimately led to an internship job offer.


 There has been a 26 percent increase over the 2013 report in students reporting employment by an AGC member company.


This is an approved class action notice from the Superior Court of California.


 There was a 24 percent increase over the 2013 in students re- porting they are now active in the AGC Construction Leadership Council (CLC).


To: All certified small businesses that entered into contracts with the State of California, or with any agency or department of the State of California, before July 28, 2009, and that were issued registered warrants as payment on such contracts between July 2, 2009 and September 4, 2009. 


There is a class action lawsuit currently pending in the Sacramento County Superior Court, against the California State Controller’s Office. The lawsuit generally alleges that the State of California violated the California Prompt Payment Act (the “PPA”) by not paying class members late payment penalties, in addition to the interest provided with registered warrants issued to class members in July through September 2009.


The plaintiffs allege that registered warrants do not constitute a “payment” under the PPA and,


therefore, the State Controller is required to pay late payment penalties to all small businesses who received them. The State Controller denies that such payments were due and contends that registered warrants constitute a “payment” under the PPA and/or that the PPA does not apply in situations where delayed payments are the result of the state temporarily running out of cash.


Who Is Included In The Class? You are a member of the class if you are a certified small business that entered a contract to provide goods or services to the state or any state agency before July 28, 2009 and received registered warrants for payment between July 2, 2009 and September 4, 2009. What Can You Get? If the plaintiffs obtain money as the result of trial or a settlement, as part of the Class you will have the right to share in that recovery. Who is representing me? Do I Have To Do Anything? No. The lawsuit will continue to be prosecuted on your behalf, and you will be notified regarding any settlement, dismissal, trial result, and of all judgments that affect your interests as a Class Member. However, if you choose not to participate in this case as a class member, you may “opt-out” of the Class. The Court will exclude from the Class any person who timely requests that they be excluded.


If you decide to opt-out of the Class, you will not be bound by the results of this lawsuit,


whether favorable or unfavorable, nor will you share in any recovery if plaintiffs obtain money as the result of a trial or settlement. By opting out you will retain any claims against the State Controller, subject to limitations periods and other defenses that may apply.
