The February Educational Luncheon, “Click, Vote, Repeat: How to Bring Our Elections Into the 21st Century with AB 2159,” held February 24th at the Hilton Orange County/Costa Mesa, brought together industry professionals for an insightful discussion on the future of HOA elections.
Expert speakers Julie Carter, CMCA, AMS, PCAM (Lake Forest Community Association), Sandra L. Gottlieb, Esq., CCAL (SwedelsonGottlieb), and Chad Province (Advanced Election Services) guided attendees through the growing importance of electronic voting and the legislative framework shaping its adoption. The panel provided an overview of AB 2159, including how it modernizes voting practices.
Attendees gained a strong foundation in the basics of electronic voting, along with a detailed understanding of required rule changes under Civil Code sections 5105, 5110, and 5115. The discussion also highlighted the distinct roles of community management and election inspectors, emphasizing collaboration and compliance throughout the process.
A key takeaway was the critical role of pre-election notification in ensuring member awareness and participation, as well as understanding important exceptions within the law. Overall, the luncheon offered practical guidance and timely insights, equipping community leaders with the knowledge needed to confidently navigate the transition to electronic voting.
