Oregon Statewide Trails Plan Oregon’s new ten-year plan for

Fifty years of trails in America

In 1965 President Johnson signed legislation creating a National Trails System. The American Hiking Society in “Hiking Trails in America: Pathways to Prosperity” reports on the history and future of the National Trails Sys- tem, which includes the National Scenic and Historic Trails and the National Recreation Trails. In 2013, 12 percent of Americans over six years of age went hiking. Trails also have a positive economic impact on local communities, the outdoor industry, and jobs across the country. In addition, the land management agen- cies have embraced the involvement of volunteers in planning, building, and maintaining trails. The report concludes that “this intentional system of trails forged decades ago brings not just  and opportunities for recreation, but  building stronger communities and a stronger America.”

recreational trail management is titled “Oregon Trails 2016: A Vision For The Future.” The plan guides the use of the State’s Recreational Trails Program and All-Terrain Vehicle grant funds, and provides recommendations to guide Federal, State, and local units of government, as well as the private sector, in making policy and planning decisions. A primary intent of this plan is to provide up-to-date information to assist recreation providers with trail planning. Further, it establishes a re- view process for potential State Scenic Waterway corridor additions.

The report notes that “the problem was not the number of users or the types of users, but that the informal trails that were cut through the forest over time were poorly designed, routed, and built. Building better, sustainable trails with a light footprint to ensure minimal disturbance to the natural environment, could be a solution to these problems.” Toronto’s “Natural Environment

Trail Strategy” details ways that cor- rectly planned and built trail will:

• Keep trail users on a designated path;
