Community Associations Contributing Writers

Ken Harer, CCAL, is Condo Law’s managing partner. He’s an experienced attorney and has been working with community associations for more than 20 years. His practice, formed in 2000, provides assistance on all types of legal matters for condominium and homeowners associations. He offers legal assistance with contracts, construction disputes, and warranties related to the Washington Condominium Act and general legal advice on  An active WSCAI volunteer, Ken is a frequent speaker at industry events and homeowner association seminars, and contributes regularly to industry periodicals. Since 2008, his focus has been providing general legal advice to community associations.

Allison Peryea, Esq. is a partner at Leahy Fjelstad Peryea. She has worked in the community association industry for eight years. Her practice focuses on dispute resolution including litigation, and general counsel. She is a longtime member of the WSCAI Communications Committee and a former editor of the WSCAI Journal.

Nathan Seney, RA, RRO, specializes in the assessment and repair of building enclosure systems. As an associate and senior architect at OAC Services, Inc. (OAC), a construction management and forensic architect  design and repair documents that concisely describe the details required for sound building enclosures. Nathan is the current president of the Seattle Building Enclosure Council (SeaBEC)

  community associations in all aspects of law since 1999, serving as general counsel to hundreds of community associations in Washington and  actually taken a condominium association’s construction defect case to trial. Ken has been a frequent speaker for the Washington State Community Associations Institute, as well as a contributing author of community  educational seminars for managers and boards of directors.

Theresa Torgesen, Esq., partner and a founding member of Sound Legal Partners, PLLC is an experienced attorney who has dedicated more than a decade of her legal career to representing condominium and homeowner associations as general counsel. Theresa is passionate about education and advocacy and is a frequent presenter of CAI seminars at the state

and national level. Theresa served on the Washington Uniform Common Interest Ownership Act (WUCIOA) Drafting Committee for seven years  has served as the Co-Chair of the CAI Washington State Legislative Action 

Grace Wong, PE, AIA, LEED AP BD+C, is a registered architect and civil engineer in Washington State, specializing in forensic investigation, assessment, and repair design of existing structures. She has expertise in modeling and analyzing hygrothermal behavior of building envelope systems. Grace is part of the OAC Services, Inc. (OAC) forensic architectural and engineering/building enclosure team and a board member of the Seattle Building Enclosure Council (SeaBEC).
