2015 ADA House of Delegates Recap T


he following is a summary of resolutions and appointments that occurred at the 2015 ADA Annual Session and House of


Delegates. For questions about these, contact Vicki Wilbers, MDA Executive Director or Dr. Mark Zust, ADA Sixth District Trustee.

The MDA will host the Sixth District Caucus in St. Louis in 2016. Chairpersons Drs. Joseph Sokolowski and Lori Roseman, along with Secretary of the Delegation, Dr. Prabu Ra- man, look forward to the event and already have begun making plans.


MISSOURI DELEGATION


We thank the following Delegation of MDA members for their dedication and service at the ADA House of Delegates, including: Drs. Lynne Barbour (NE); Mary Burke (SL); Robert Butler (SL); Rodger Janes (C); Emily Mat- tingly (NW); Merle Nunemaker (KC); Michael Patterson (SW); Prabu Raman (KC); Vincent Rapini (SL); Ted Rechtin (SL); Lorie Roseman (SL); Joseph Sokolowski (SL); Robert Tait (KC); and, Connie White (KC). Also in atten- dance from Missouri was Dr. Cheryl Haley, GSDS Trustee; Dr. Dean Pyle, Dean, UMKC SOD; Dr. Charles McGinty, ADPAC Chair; Dr. Jody Vance, MDA President Elect/Secre- tary; Vicki Wilbers, MDA Executive Director; and, Katie Reichard, MDA Legislative and Regulatory Director.


ADA ELECTIONS/APPOINTMENTS


Dr. Cheryl Haley and Dr. Elwood Rice were elected to the Joint Commission on Na- tional Dental Examinations and the Coun- cil on Ethics Bylaws and Judicial Affairs, respectively, during the 2015 ADA House of Delegates. Dr. Prabu Raman will continue to serve on the Council on Dental Education


and Licensure and Dr. Doug Wyckoff on the Council on Annual Sessions. Dr. Wyckoff has been elected by CAS to serve as the Continu- ing Education Chair of the 2017 meeting in Atlanta. Dr. Mark Zust will continue for an- other year as the Sixth District Trustee on the ADA Board representing Missouri, Kentucky, Tennessee and West Virginia. Addition- ally, it should be noted that Dr. Mary Burke

MDA was no exception to working through the issue of re- ceiving Medicaid reimbursement for services delivered through telehealth means. Al- though nothing was passed in 2015 Missouri legislature, this will again be a hot topic in 2016 session. This statement provides guid- ance to MDA and its Teledentistry Adhoc.

RESOLUTION SUMMARIES


Budget Business and Administrative Mat- ters: The budget was approved with no dues increase. Dues will remain the same at $522 effective January 1, 2016. Reserves are at 54.07 percent.


DENTAL BENEFITS PRACTICE & RELATED MATTERS


Resolution 12: The ADA supports the con- cept of a “Medical Loss Ratio” (MLR) for den- tal plans which is defined as the proportion of premium revenues spent on clinical services and quality improvement versus administra- tive services and company profits. The ADA plans to support legislative efforts to require dental benefit plans to file a comprehensive MLR report annually and to establish a spe- cific loss ratio for dental plans in each state.


Resolution 45: A comprehensive ADA Policy Statement on Teledentistry was adopted. The policy gives an understanding of what telehealth and teledentistry is. It also explains patients’ rights and addresses ways in which it can be delivered, quality of care mat- ters, supervision of allied dental personnel, licensure, reimbursement, technical consid- erations and more. There have been several


Resolution 79: The ADA will work to draft a specific policy proposal opposing dental provider contracts that permit the practice of disallowing claims by third-party payers. Additionally, the ADA will pursue lawful remedies that will seek to prevent third-party payers from utilizing provider contracts, or dental benefit plans, that allow restriction of payments directly from the patient to the provider in situations where dental benefit payments have been disallowed. Restrictions written in contracts from third party payers is becoming more and more of an issue across the country as well as in Missouri. It is one of the biggest concerns we hear from our members.


Resolution 94: The ADA will investigate all dental practice support models to determine if the tripartite may be able to enhance its product and service offerings to meet the needs of all dentists. The appropriate agency will work to determine how the ADA may be able to recommend to members best-in-class providers of services that the ADA, state and local dental societies cannot provide to the membership on their own. ADABEI, ADA’s for profit business enterprises, does provide products and services offerings. There was discussion on how the packaging and mes- saging for these products and services might be done differently.
