Illinois Legislative Action Committee What is the ILAC Committee?


The Illinois Legislative Action Committee (ILAC) is the leading source of information and news about what is going on in Springfield regarding community association governance. ILAC exists to represent the interests of and provide regular communications to, CAI members with respect to state legislative, regulatory and amicus curiae activities of relevance to the creation and operation of community associations. ILAC delegates are nominated by the CAI chapter and the ILAC, itself. Delegates volunteer their time and energy to benefit all CAI members.


“ What does the ILAC Committee do?


We monitor, support or oppose legislation that has a direct impact on the community association in which you live, work or manage.


During the Legislative Session, the committee members review bill drafts as they become available, and determine our position on each. ILAC members may draft proposed amendments to improve a bill and position statements explaining ILAC’s position. Our lobbyist uses this information in his communication with legislators. ILAC members also testify at the public hearings on community association bills.


Who serves on ILAC?


All ILAC members must be CAI members in good standing. The local CAI Chapter Board of Directors can appoint 6 members to ILAC and ILAC itself may appoint up to 14 more members. CAI National must approve all appointments.


ILAC membership must also be balanced among CAI membership categories. ILAC tries to have an even distribution of volunteer leaders, managers, business partners, so that views of all Illinois members are represented. Members may serve up to 6 consecutive terms.


Who oversees ILAC?


ILAC is a committee of CAI National under the supervision of its Government and Public Affairs Department. CAI LACs are active in 34 states and the District of Columbia.


ILAC Mission statement - Our mission and goal is to monitor proposed legislation and regulation at the state level and advocate on behalf of community associations and their members for common sense laws that benefit -- not penalize -- community associations.
