nations came in from people throughout the country to help cover the out of pocket expenses of our hauling team. There were many who volunteered to help haul water but due to the forest closure the Forest Service restricted the number of people who could enter the forest. We have no doubt that our water hauling effort saved the lives of countless wild horses and other wildlife by providing water during the worst drought in recent history.


Now the monsoon season is coming to a close leaving behind a beau- tiful green forest. Typical wild horse behavior has returned with stal- lions challenging one another for mares and the mares nurturing their foals. The horses who during the drought were thin and wore coats of dull, unshed hair now have filled out and their coats are sleek. Many of the wild horse bands that had not been seen for months have once again appeared while others seem to have vanished.


More threatening than the drought to the health and preservation of the Heber Wild Horse Herd is the Heber Wild Horse Territory Man- agement Plan that is currently being developed by the U.S. Forest Service. It will call for a major cull of the herd. The fate of the horses that will be removed in the cull has not been determined. The viability of what will remain of the herd is in doubt.
